Let's say Aang was in the NV. He has chakra and all that, and he still has his Avatar powers (control over all 4 elements and their different variants (lava, metal, lightning, etc)). Now, given that he's MASTERED them all, where would that place him on the shinobi scale? Kage, maybe?
