He did defeat one of the Pains. Would he be able to take on Part 1 Naruto, Sasuke CM lvl 2 etc ?

Out of the part one Genin he could probably beat: Ino, Sakura, Tenten.

Ones that he may beat: Shino (it could go either way imo, the bugs and all.), Kiba (Konohamaru likely takes this, but Kiba still as a shot imo.), Hinata (she wins if she can Juuken him.).

Ones that he looses to: Neji, Sasuke, Naruto, Lee (gates may be needed, but I doubt that he keeps up with his speed without weights.), Chouji (with pills.), Shikamaru.

Konohamaru could probably beat part 1 Naruto without Kurama's influence or Gamabunta's help.
He could probably beat part 1 Sasuke without curse mark influence and before awakening 3 tomoe.
