I don't think so, it is supposed to be super hard to achieve and extremely rare even in the most talented people. Not to mention that each MS user's abilities are unique to them. Just because Sasuke got the glitch and plot-no-jutsu to get all his EMS shit doesn't mean its common.

i know hardly anyone gets EMS but i was hoping for just regular MS. and i mentioned 3 diff techs that couldve worked

So shisui shouldve KA'd the fox. it wouldve saved the hokages life and possibly some others in the village too

i made i similar thread long back... and it came out like... itachi was a kid ... his father the leader of the uchiha police force but for some reason he didn't help it out.... ( and he had a normal sharingan as max )

No one in the Uchiha Clan had the MS yet.
Itachi was only 4-5 when the fox attacked.
Shisui was probably only like 6-7, not old enough for MS let alone three tomoe mastery.

Neither Itachi nor Shisui had mastery over the regular Sharingan let alone MS. Itachi only gained MS sometime after Shisui died and that happened like ten years after the fox attack.

Even if there was another MS user I doubt they could wrestle the fox from Tobi's control without seals unless you had Shisuis eye power.

itachi looked up to shisui cuz he was older. plus when he died itachi was the last one to see him and he had MS.
