idk why people think Kaguya is greater than Madara because she had chakra when no one else had it.
where are her jutsu? where's her intelligence other than eating fruit to stop warring humans with no chakra?

Madara has actual jutsu , plus genjutsu... he could probably beat her like Dr. Gero beat Yamcha.. without much trying.

but I guess the top women are Tsunade, Konan, Mei, Temari, Sakura, Anko, Kurenai, Kushina...others
most of them need help it seems ... they could reach the top twenty I suppose..
