But really now? Tsunade and Oro are heading over there with the 4 other Kages! Like seriously J-Man is missing the party of a lifetime. If only J-Man was here there could have been:

Naruto(Gamakichi), Sasuke (Aoda), Sakura (Katsuyu)
Jiraya(Gamabunta), Oro (Manda II), Tsunade (Katsuyu)

Jiraiya's death was what lead to Naruto to surpassing him, similar to how Asuma's death led to Shikamaru becoming stronger and avenging him. And I think the fact that Naruto has no family whatsoever is an important plot point when you wonder if Jiraiya might possibly be revived. Naruto and Sasuke have both had family and lost them painfully.

Oh and didn't Kabuto say earlier that he couldn't find Jiraiya's body because it sunk to the bottom of the ocean? I'm almost 100% positive it mentioned that in the anime.
