He forged it from his 4-element affinity. He has the spike appearing from his hand, which he has been doing with chakra blasts before regaining full control of himself.

As for the control of the juubi, apparently he was trapped inside with appendages entangling him. As the Juubi ripped him apart to reject his seal, Obito weaved chakra to "sew" him back together. This is when he regained 100% control.

Staff is achievable when you fully control the Juubi I guess which is little well idk meh way.So the horns in SO6P also seem to be grow when you control the Juubi.I guess he is no more Juubito but Obito in full control.
