Where the Former 2 Hokages resealed into the Death God?

Just a Quick Question, if Orochimaru summoned the original First and Second Hokage at the Fight with Hiruzen.

Did Hiruzen seal them also inside the Death God? If not, then why did Orochimaru need the mask, when he already had their bodies? Couldn't he just summon them anyway?

Just need this cleared up, can't get my head around it.
