I ask this question because hashirama has been weaker
He was known as Hashirama Senju :- Strongest shinobi or some also call him as God of Shinobi
His power was awesome when he was alive he fought all the bijuus alone and distributed to different villages he was the one who defeated young Madara
so where's that power gone
Does he has limited power cause now he is in edo tense or he forgot who to use his full power

Maybe the bigger the power, the longer it takes to reform, it would make sense, that and the chakra rods

He is still just as strong its just that two stronger characters have surpassed him with their power ups, Juubito and Juubidara. Hashirama is still like third most powerful

It's probably the same thing that happened with Madara. When he was revived he stated he cuold use his full power at last. Now even though Orochimaru said he brought them back without restricting their power perhaps this still applies to Hashirama as well.

You could take in the fact that he was brought back at the time Obito became the Juubi Jin which pretty much no one could stop alone. Not even Madara at that point. He was holding his own against Edo Madara even with the Rinnegan and Mokuton. He had him pinned until he got revived.

He tied in a fight with edo madara the only reason madara got the upper hand was when he was revived before then they where both immobilized
