KKK aren't currently a terrorist group even though they behave like one. There are many other groups like that, the most extreme example being the Nazi party in Pre WW2 and WW2. I think that example basically sums up how all this stuff can happen in democracy's and be allowed without justice. The media plays a major role in manipulating the public's view. People end up considering all these atrocities normal. Only individuals are rebelling against this, not groups.
the nazi partry germany was no where near a democracy. The nuremberg laws come to mind. Not to mention that the only legal party in 1940's germany was the nazi party. far from a democracy
