Zeref,Makarov and Gildarts for sure.And maybe Gerard.

He isn't even top 8 in the overall series. Remember that the top 4 aren't even human then you have Zeref, acnologia, gildarts and maybe Gerard or Ezra. He is number 2 in his guild to gildarts

Mystogan and Erza are not stronger than Laxus. The people I see stronger than him currently are Zeref, Acnologia, Saints of Ishgal(hype),Gildarts, Jellal and Makarov(Not sure whether Laxus has surpassed him). The two dead people who are stronger than him would be Hades and Mavis. Maybe Future Rogue could also be stronger than him considering how easily he owned LFD Natsu. So I would put him around 8.
