8th gate Gai is not top 10.
Madara is toying with him is all. We'll get that within a few chapters. Do you guys really think Kishi is such a bad writer to allow a fodder character to be able to go toe-to-toe with the main villain?
Kaguya, Hagoromo and his family are not fair to count because they're not really characters in the series. They're more or less deities that just live on in one form or another in the world.

First Brother had the Second Brother, First Hokage had Madara. Itachi had no opposite at that time sines Madara was alive at the time with both DNA of the brothers in Him,so no reincarnation could occurred till Madara's death.
