Where in the manga does it mention Sharigan doesnt evolve into rinnegan??

First of all, you need the EMS. You can't jump from Sharingan to Rinnegan right away, even if you have both Senju and Uchiha DNA.

Second of all, there must be conditions for this "evolution" to occur. Anyone studying Biology would know this. It could be that you need both Senju and Uchiha DNA, and be at your maximum suffering to unlock the Rinnegan. We don't know... yet.

I just hate it when Kishi brings out something new and then leaves us in the dark about it >_>

It is still uclear what conditions are required to activate rinnegan. There is only one real pair of rinnegan in manga and Tobi claims that this rinnegan belongs to him.
Is it because he feels Madara wouldn't awaken it without his help or is it because Tobi did something to Madara that is crucial to awakening rinnegan?

you have a point but i just choose a side........... yea im sure madara awakened it on his on but i beliveve tobi knew access for him to gain even greater power but giving the eyes to nagato!
