where does "Tobi is a good boy" come from?

I've recently realized that there are a lot of jokes about Tobi being a "good boy". I understand these jokes, but have forgotten where this expression came from. I don't remember Tobi ever saying "I'm a good boy!" in the either the manga or the anime.... someone help me please?

ignore this useless reply, the phrase comes from when white zetsu is talking to black zetsu about when they should have tobi officially operating in akatsuki, and white zetsus reason is "tobi's a good boy"
