I want to point out a few things about Sasuke before we get to this whole debate.
I keep seeing people writing in other threads about Naruto beating Sasuke with ease and it kind of surprises me. Naruto finally had his chakra completely gone by fighting constantly non-stop, but many of the other ninjas had resources like food pills to enhance their chakra levels at least that's what i remember seeing.
Here's why i feel that a normal ninja despite how powerful the deity can be in battle cannot last more than a day without this item.
Military Rations Pills (兵糧丸, Hyōrōgan) are special pills that replenish one's chakra and nourish the body. It's made up of powerful stimulants and nutrients, said to allow the user to keep fighting for three days and three nights without rest.
Many of you write about how the chakra pool of many ninjas has increased tenfold. Remember they used food pills in order to become this resistant to chakra drainage.
Now that i got my frustration about the ninjas let's go into Naruto.
The Shinobe World Arc has been basically about Naruto just like the Kage Summit was for Sasuke. The difference is the Kage Summit is a short arc compare to this one. This means that Naruto has the chance to grow as an individual ninja! One of the things that i want to first get out of my chest is that people keep complaining about how Sasuke got this and Sasuke go that. Naruto is no better than Sasuke, because in fact he got way more than Sasuke! Did Naruto train for his techniques, absolutely! But did he mastered them himself? No. Naruto and Sasuke are my favorite characters along with Itachi, Obito, Nagato, Madara, Kakashi, etc... I just feel this base abuses Sasuke way more than Naruto. One of the reasons i find this so hypocritical is because they only judge Naruto's power classified as his because of he trains hard and because he is a good guy. Many of you forget that Sasuke is Naruto's rival the one that actually wants to surpass in terms of power. Without Sasuke, Naruto would have never reached this level of power and maturity. Now, Sasuke has been gifted powers, but he has made different variations and even his own jutsus. Naruto is more battle smarts as he finds ways to beat an opponent by getting beat up a couple of times and finding a new solution.
The thing that irritates me is people who easily berate Sasuke all time. I mean even for his sharingan! But, nooooo! Kurama is Naruto's and we can't complain about that freebie? Itachi, Madara, and Obito would have never been that powerful without the sharigan. So why does it seem that Sasuke always gets hit with the excuse of him using the sharingan? That's his Kekkei Genkai just like Haku and Kimimaro have theirs. I have read statements about Sasuke no being a threat without his sharingan. Let's be honest Sasuke can have zero sharingan and he still would be strong. Also, why is Sasuke being evil make him not deserving of power? That is the most silliest excuse i have read from some people. I have read threads stating that unlike Sasuke. Naruto uses his powers for justice, while Sasuke commits treason all the time making him not the owner of his own powers, and then they throw the excuse because Itachi gave it to him and he got those free. Sasuke trained for his MS because if he didn't train. Sasuke would have had Tsukuyomi, mastery of Amaterasu, and full Susanoo. That right there is free powers for Sasuke, but that's not the case.
Let's bring up Naruto again. He didn't learn Sage Mode by himself, He didn't learn Kyubi mode form by himself, and he definitely didn't learn Bijuu form by himself. Naruto makes any technique he learns into his own style that's the real difference. The hypocrisy of only accusing Sasuke for his given powers can be put to question against Naruto. Let's be serious and i will say it that Naruto is stronger than Sasuke at the moment, but he is definitely not creative as Sasuke. Sasuke has created more jutsus than Naruto, and Sasuke has been acknowledged by his adversaries for actually taking them down. A lot of ninja know that Naruto saved Konoha from Pain. But the difference is that Sasuke had better matches with other dangerous ninjas like Kabuto, Danzo, Raikage, Killer Bee, Itachi, Deidara, and Orochimaru.
Here in the meeting where Naruto met the Great Toad Sage. He then realized that he couldn't escape the fact that he is the Nine Tails Jinchuriki and that he will need the fox's power to defeat Sasuke.
For those saying that Naruto will beat Sasuke with SM or his own power are being really absurd. The only way that will ever happens is if Kishi OP Naruto's Sage Mode. Sage Mode alone won't defeat Sasuke.
Now let's look at the different stages of growth that Naruto has gotten since Sasuke's hiatus:
So after quite some chapters of passing by here Sasuke finally shows up!

So basically this whole arc is a training arc for Naruto so that he become powerful enough to defeat the antagonist known as Madara and Obito. It's also an arc so that he can improve his powerful before his final fight with Sasuke. Sasuke is no easy target to defeat despite not being the strongest out there. He has a great array of jutsus that can give Naruto a difficult time and plus he hasn't obtained all his new powers from the EMS. Who knows what else he can have by the time he faces Naruto. If Sasuke gets Perfect Susanoo that alone will give Naruto a difficult time.
Now let's add the chances of current Sasuke vs Naruto:
Sasuke is indeed strong, but since he hasn't obtained many powers in the process of this arc. It's same to assume that Naruto is currently stronger than him or is he? We don't if Kishimoto decided to give Sasuke a time out because he was just already powerful with his EMS. I'm not sure but i will just choose Naruto as the stronger one of the two, because of his new developments with Kurama.
One of the things that angers me is that you criticize about Sasuke's chakra consumption. It's sort of true that Sasuke doesn't have a lot of reserves like Naruto, but will that change anything when they fight against each other? Sasuke might have a disadvantage in terms of chakra and stamina, but he has more of a balance with his chakra. Sasuke won't become careless enough to use all his EMS powers at once. I assume that when Naruto's starts to really get the advantage of the fight that's when Sasuke will use the EMS. Also you forget that Sasuke's techniques are as equally powerful as Naruto's in fact some of his technique just flattens out Naruto.
People assume that Sasuke will lose to Shadow Clone Jutsu! Ha! That didn't happen in Part I it certainly won't happen in Part II. Some people say that Naruto will beat Sasuke with SM and that he won't use KM or BM in the fight. That's complete bs! If he didn't need KM or BM why did he say that he needed Kurama in order to beat Sasuke? Also, people here states that Sasuke will be beat by a simple blitz courtesy of Naruto. Will Sasuke get blitzed by Naruto? I can see it happen, but that won't beat Sasuke. You forget that Sasuke has his sharingan to make up for his inability of motion. He fought speedsters like Itachi, A, and B before Naruto obtained god speed. He will struggle at some point in the match given that fact on how Kishi increased Naruto's speed. I always thought Sasuke should get a time jutsu for his sharingan in order to stop time for a nano second to keep up with Naruto. If Sasuke has trouble keeping up with Naruto's speed. He has Susanoo ribcage to protect him from the barrage of attacks coming from Naruto.
Many of you also state menial points of view. I have once a Narutotard saying that Naruto will dodge all of Sasuke's attacks and come out unscathe. That would be a lame final fight. Sasuke is in the ground with barely an inch of a life to go and Naruto stands like nothing bypassed him. First, Naruto won't be coming out unscathe in that battle. Kishimoto always made them equal and you can bet both sides will be either injured or dead if it's true that he plans to kill them both (which i don't believe Naruto will die that's absurd) Sasuke has many jutsus that can work for his favor.
If he wants to take a break and heal up a bit from Naruto's constant attack. He can always do this:
Sasuke has different stages of Susanoo and each of them will shield him from Naruto's weakest attack to strongest attack.
Sasuke also has Blaze Release that he can either target Naruto or shield himself
Also blitzing Sasuke won't be easy for Naruto, if he can easily stop him in his tracks
Many of you say that Sasuke's attacks won't be able to catch up with Naruto? Anyone heard of Susanoo Arrow? That attack is fast enough and no one has been able to dodge it with ease not even Kabuto was able to dodge it more than once. Also Kabuto had great sensory abilities and great taijutsu it doesn't matter really if Naruto is fast because he can still be targeted by Sasuke.
For his shadow attacks which is Naruto's ace ability to confuse opponents this attack can easily disperse his shadows.
Sasuke has fought shadow clones hand-to-hand as well.
Naruto's rasengan and Sasuke's chidori always end in a stalemate. So Naruto won't defeat Sasuke easily with a rasengan.
Let's remember this part on how Sasuke suppresses Kurama's power
Sasuke has the EMS already. He can mess with Kurama even if he has a perfect connection with Naruto. He already knows ways to combat Kurama, so he has knowledge that can help him fight the odds. Maybe he will suppress his powers again, but with little time unlike the first encounter
Also for the one that say Sasuke will lose to chakra arms that will never happen. He might get pulled from the Susanoo, but that doesn't mean he will penetrate that easily. Mind you that Gaara had help from Onoki, otherwise it wouldn't have happened to Madara.
