Tailed Beasts aren't seen outside of their hosts in this manga, so their is nothing to support that. We can only assume that when a tailed beast dies they are reincarnated regardless.

Acually we have seen tailed beast without a host. The 9 tails was shown without a host twice. Once when madra was controlling him against hashirama. The second when Obito released the 9 tails on the village.

This was pertaining to the thread maker who wants to ignore that.

Then what was the big deal about burning the Juubi down?

Nothing would have happened.

Well they have only just cought it and trapped it because of a massive alliance and the Four Hokages, if they were to kill the Juubi now, then when it is reborn they will most likely not have the exact same circumstances as they do now to catch it.

Which basically means it will destroy the world.

Edit: Also Naruto wants to help the Tailed Beasts and killing them makes it very tricky to do, even though they come back, he may never get another opportunity like this to help them.
