Ever since the TS the VA's have kinda been getting wrecked. Aside from Smoker, yeah he got whipped twice on the same day but atleast it wasn't a complete rape.

Maynard got oneshotted by Bartolomeo
Bastille got manhandled by Sabo

Below M3 is Franky so where do you think he stands? Could he beat Bastille?

Is Franky Low VA level? Mid? or what?

Some Vice Admirals are way above Bastille though. For example: Momonga, Onigumo or Stainless

Hard to say, the Vice Admirals tend to get taken out too quickly before even showing anything.
They always seemed to get paired up fighting people levels above them.

the strength of vice admirals seem to vary drastically from garp to fodders like maynard, so it's hard to say i would put him a little higher than bastille.
