Where do you rank the 3rd Raikage?

I keep seeing him get underrated. He was about to beat Naruto untill Dodai saved him. He was able to tank rasen-shuriken and the 8 tails TBB yet people place him behind Muu, Trollkage and even his son Ay. The Raikage wasn't even in control of his mind anymore when Naruto defeated him after being saved and givin info. Kabuto was picking his moves from there as you can see his eye turned white and Dodai said he is completly controlled now. It's not a good judge of what he would have done and his intelligence since it wasn't him picking the moves.

I think he is top top ten cause he is almost as fast as Ay, can cut through almost anything, has black lightning, can tank rasenshuriken and TBB. I don't see how the other 3 revive Kages and the current Kages can beat him 1 on 1. I think he is top 10 if not at least top 15, the only thing that was able to hurt him was his own attack. where do you rank him?

I'd say 10-12, he is very underrated and he is the only ninja to take on a tailed beast all by himself and didn't even get a scratch from a Bijuudama from the Hachibi plus he tanked a Rasenshuriken.
