Where do you rank him?

Would you put him above Chrollo or Hisoka for example?

It was stated that Silva had killed a member of The Phantom Troupe at some point and then fought Chrollo. The outcome of the fight is unknown.

The fact that Chrollo asked Zeno who would have won in a 1v1 instead of Silva already implies that Chrollo puts Zeno above Silva. And Zeno said that if Chrolo had gone serious, he would have probably died.

I would put Silva at the bottom of the high tier list.

and was on the sidelines for most of the brief SCUFFLE, [which it was], to which he acknowledged Chrollo had gotten stronger since they fought but was not put off in the slightest
