No the titan shifters do, the nine descendants of ymir. But the deviant titans are still not explained unless it is but my low iq can't comprehend it...

Assuming you mean the ones that just act crazy, but are not shifters. We dont have a concrete answer yet. However, when Rod Reiss transformed, he didn't inject the serum, instead he drank it off the ground. Possibly Deviants are made when the serum isn't properly taken.
