I looked it up and technically it's dried hay for livestock. Don't quite see what that has to do with useless ninja. Enlighten me?

Not sure on the exact definition, but I believe it's a character with little to no backstory with no lines and easily killed.

i.e The allied fodders being slaughtered by 3rd Raikage in the anime.

Fodder is usually the left over, spare or useless hay, or any other roots, plants or food which farmers have no use other for and decide to feed to their animals. So basically its a mix of useless and disposable things that are edible, or in the case of naruto, able to be used to fight battles.

It derives from the term cannon fodder used in battle, ie a 'weakling' person deemed useless and replaceable (will not be missed) with no actual use or in narutos case, person there only to be killed with no real chance or no intendence of ever doing anything notable in the managa

Think of it in an abstrct term. Hay is pretty much useless except for feeding your cow. It is junk unless used by the cow to produce food from the cow.

It can also refer to the shit they feed pig which is everything edible.

The term cannon fodder is usually an informal, derogatory term for military personnel who are regarded or treated as expendable in the face of enemy fire. So someone who you send out onto the frontline simply to expend the opponents ammo. So I guess fodder simply mean something that has no good use.

Well fodders are certain type of crops grown along the main crop for greater efficiency of agriculture.... they are not as important as the main crop but still serves a purpose.

I think this is the context used in the term u used....
