"Native" people of Cloud have never been introduced to begin with...
There is nothing indicates a certain race of people are native ones; so they may have been very well rooted in the cloud village.

I think they are cloud village natives, especially if they're ninjas. If they are immigrants, their parents or grandparents were the immigrants and if it's going that far back then they could of moved there to avoid war.

C'mon now, obviously C is from a different ethnic background than Darui and Raikage. Which means originally, maybe not his generation but previous generations of his family immigrated there.
