Yeah Shane is a one time thing because the so many top carders got injured and they need a main event.
The WWE has no real roster, even with the TNA guys they've been getting, and they don't know how to use talent for long term stories. For example, Y2AJ got broken up super fast.
Even without Vince calling the shots, Stephanie will keep the Diva division dead. NXT is doing okay, so yeah, maybe Triple H will make things better, but Triple H is also a backstage politician (the Kliq lives within him), so you'll still see solid talent getting buried if be doesn't like them, same as Vince.
Hell, even when WWE was big in Attitude, their biggest star, Stone Cold, left because Creative didn't know what they were doing.
Executive meddling will always keep good storylines down. Don't forget that most of the promos are literally scripted (i.e. the exact lines they say are in the script) now. The quality of the writing team isn't gonna improve anytime soon. Poor Roman.
