Naruto will be the strongest in the end , but. His databook stats will not be very high since its all base ratings

Likely Nagato, if it was including Hiruzen in his prime he would have had 5s in every category, but that doesn't mean much when compared to Nagato.

Nagato - he uses no/hardly any hand seals, amazing speed and strength (using his Paths), incredible Ninjutsu, Taijutsu (Paths), Genjutsu (chakra rods), even intelligent as well (mastered every element at 10, systematically destroying Konoha coordinating 6 bodies at a time).

His Paths do that all for him, and his Paths are controlled by him, no one else. If Sasori can use his puppets and that counts, Paths can count for Nagato.
Also, mastering all 5 elements at 10 doesn't take intelligence? All the Rinnegan do is enable someone to use all 5 elements, it takes a genius to master all 5, something Madara likely hasn't done. Remeber how Kakashi was talking about mastering 1 element and how long it takes for someone to master 1? Yeah, now imagine 5. Also coordinating and fighting with 6 bodies doesn't take intelligence?
