But the question arises: why didn't he use the scroll immediately? surely he would have precipitously acted upon the scroll's power to retrieve his arms but he didn't, he just let the scroll to lay down somewhere in his lair.

There's also another point of contention: When Sasuke showed Orochimaru the scroll, Oro questioned Sasuke why he wants to go to "them", but if the scroll does have the power to break RDS, then why did he question Sasuke's initiative in the first place? he should've been enthusiastic because he stands to benefit from it by reclaiming the lost part of his soul.

I actually made a thread asking that very question, about who's soul would be sacrificed, and everyone was like "didn't he get his arms back?" lol

We never saw Oro performed any hand seals after his encounter with Hiruzen, he did use summoning jutsus like Triple Rashomon and those thousand snakes tech. but those doesn't require handseals either.
