When Itachi used Totsuka on Orochimaru...

Orochimaru was still connected to Sasukes body. So why didnt Sasuke get absorbed alongside orochimaru. It managed to take off the cursed seal but not Sasuke as well.

Can Itachi control it to that extent?

This. Sasuke used up all of his chakra to suppress Orochimaru; thus, Orochimaru was able to escape. Furthermore, Itachi was sealing Orochimaru and not Sasuke.

This. It pulled Orochimaru completely out of Sasuke and removed the CM- Sasuke and Orochimaru are separate entities, while Orochimaru was sealed because he was the only one that was pierced.

It must have been that he could control what he wants to seal, as it's been proven that items that the victim is in contact with get sealed as well.

If it actually happened in the manga as you saw it did, then yes, he can control it to that extent.
