Op is up to each and Evey persons perceptions I think the only op person in the magna. In my opinion is the sage of six paths all others can be beat. However the og's are hard to beat ie. Mandra/ Hasi / orbito / minito /ect.

Itachi won 2 fights deemed un winnable...
Kabuto vs Itachi and Sasuke. Due to that situation and environment you needed someone that was "invincible" to beat Kabuto thus Itachi was sent.
Pain was unbeatable thus the only way to beat him is send someoen that was invincible (Itachi)
Itachi 1 shot kabuto
Itachi 1 shot nagato.
Thus Manga and Databook proven invinciblity
