Why isn't he able to fight Obito?
1) He's standing and doesn't seem to be at the verge of his chakra
2) He himself has stated he has enough chakra for SEVERAL kamui. That was before he used his last one, and with "several" meaning at least 3, we can safely assume he can AT LEAST use two kamui more. Possibly more than that.
