When He/She isn't interested

So when do y'all come to a conclusion that they just aren't interested in you, in nothing more than friends. ( the one you like). For me, it's when I ask them to hang out or whatever and they say "I can't I am busy" and don't attempt to reschedule. It isn't the final blow, but it's a pretty big sign to me.
