On pure Shinobi level? Other than Izanagi and Asura path's defense, the guy basically has no shinobi feats. He only preached ninutsu and nothing more. Other than one sealing technique, he knew basically nothing. I am not suggesting that Hashirama would win as Izanagi's creation ability would best him, but take that away and the guy will get killed easily.
