I don't think it is set in stone, seeingn how messed up threat her is in our country now, it's even harder to decide what's what nowadays, but!
It should begin sometime in March and end around May/June, check wiki, they usually get it correct.

(rather than section, it think asking a friend would be a better option, unless you're conducting a research.)

I believe it's just a special day since the planet is in a certain position relative to the sun, something, when day is as long as night, if I remember correctly.
