As I said it should theoretically be obtainable to both Naruto and Sasuke.

It should be a combination of: Yin, Yang, or Yin-Yang + Doton and Suiton.

Naruto should have all of those elements because of the Bijuu; The Gudoudama are evident.
Sasuke should have all of those elements due to the Rinnegan.

Again, this is in theory.
