He's not slowing down time nor teleporting. Its what he sees with his Rinnegan is slowed down for him to see it clearly like with the Byakugan as shown here:

Notice in real time hes hitting all those targets at a very fast pace one after the other coming at him but the reason he can do that is because through his byakugan/mind, it slows all the spiders down for him so he can accurately strike them but in reality they are moving at a faster pace.

Minato & tobirama were too slow for madara, so when they used FTG he noticed before they could strike.

Sasuke can teleport himself, objects, & even madara. His jutsu is much more unpredictable & his reflexes were also enhanced.

But none of that changes the fact that sasuke's eye ability can't be faster than an instantaneous move if it has a greater range.
