I would want to say the war arc, but I genuinely loved Madara's revival. So I'll say when Tobi was defeated and Obito appeared. Characters got so OP after that and it stopped making sense.

To me, it was after Obito's defeat. IMO the manga should've ended at that point.

The arcs after like the Kage Summit weren't shit, but you could tell that it wasn't on par with the past arcs. Bit by bit it was becoming worse and worse. It almost seemed that Kishimoto didn't even know what to do at times, his writing felt very awkward and bland.

At first I thought Pein arc but in actuality, I'd say when Part II started. Part I had everything and Part II should have continued with the list of shinobi techniques and tactics and not some Rasengan/Chidori spam.
