When was the first time they used it canonically in the Manga?

It was in Part 2 right?

Sasuke learned it from Orochimaru during time skip. (First time I recall him using it in combat was against Naruto).

I believe Naruto learned it in the time skip or after the 4th war. I don't recall him ever learning it canon speaking. (canon speaking = in the manga pre-700)

Sasuke and Naruto learned it in the Academy off panel after all it is a D-rank jutsu which is taught at the Ninja Academy.

The reason they used it so late...Plot

That doesn't mean everyone in the academy learned it. I guess we should label every genin in konoha as being able to use the technique right? Rhetorical answer for an unintelligent response.

Yes not remembering something that hasn't been showcased by a character means we must stop watching the series.

They learned it at the academy; Sasuke started using it after the Timeskip because he'd drastically increased his speed (and tbh, it's sortof one of those "plot" moves that exists to demonstrate a difference in character strength; one person gets to "blitz" another by catching them off guard).

Naruto started using it after he learned Sage Mode (but, again, only used it at "dramatic" moments like destroying a Pain body, or attacking Kisame after first entering KCM, etc.).

It's one of the most overhyped techniques, precisely because it exists to create "hype" around a character's speed (and, in doing so, give rise to an inference of superior skill/power overall).

Even when a Shunsin is countered, the purpose of showing the Shunsin was to show another Shinobi's superior speed/power (case-in-point, Juubidara claiming Minato's last arm).

Yes part two. For Sasuke it was in the fight against Naruto...or was it Deidara.
In Naruto's case it was after training with Killer Bee.
Although first databook does mention sunshin no jutsu if I remember correctly.

It's a D-Rank technique that even Sakura used. Body Flicker was honestly made to showcase a difference in power between characters. The same shit happens with Accel and Tempest Turns for Pandoras of Freezing.

Naruto didn't learn it, he just did it instinctively after awakening KCM, Sasuke learned it from Kakashi when he first used chidori

Actual shunshin that is, not just Kyuubi enhanced speed.

They learned it from Kakashi during the wave arc, back when he taught them how to climb trees without using their hands.

Sasuke's first use of Shunshin was against Haku :
