He had to have the Rinnegan when he did it. He was old and decrepit when he finally awakened the Rinnegan... How did he manage to do it considering his weakened feeble state, and when did he do it?
Also, was Zetsu formed before or after he had the Gedo? I know in Madara's battle with Hashirama, he had to have stolen some of Hashi's DNA to make the Hashi clone and unlock the Rinnegan.
