I kinda feel like some people are taking Sasukes claim of there being an enemy more dangerous then Kaguya a bit to far.
For starters Sasuke himself said it was a hypothesis, which means he never found any concrete evidence of such a threat existing.
Some have elaborated and said:
(1) she was determined to create a Zetsu army specifically for that enemy (threat more dangerous than herself).
(2) she harbored a great deal of fear that enemy (threat more dangerous than Kaguya).
(3) she had a superior or a boss (a threat more dangerous than herself).
(4) she had an equal (a threat more dangerous than herself).
