In that pic, Hiruzen was not very young since he was a teenager. Yet the databook said that he was stronger than Tobirama even before that, at a much much younger age.

I love that scan because after that the 2nd said he would be the one to do it then named Hiruzen the 3rd Hokage, pretty sad moment but one of the best where Danzo wanted to be the one to say he would do it instead was a coward.

I'm not going to argue whether or not Hiruzen surpassed Tobirama, because I don't know if he did nor do I really care, but saying he didn't fulfill his potential in the 5 elements?

He used all 5 elements at the same time, all being high level jutsu. I would say he fulfilled his potential in terms of elemental use.

THat on top of the 4th databook confirming he knows all and can use all Konoha jutsu, including clan techniques(like the Nara, Akimichi, etc)..It's fair to say he more than fulfilled his potential in elemental/jutsu use.
