It looks like an advanced byakugan we know the byakugan has an advanced form equivalent to the tenseigan so wouldnt be surprising the byakugan has a form equivalent to mangeko sharingan.

What's weird is why is the form only awakened in one eye.

nah think it will turn out to be an ms equivalent pretty sure the shrinking ability comes from the eyes

Exactly, if it's like an MS it may be an MS. Anyway, yes it had to have nerf or limits. I mean if he could shrink living matter he would have no real weaknesses, and be nearly as strong as Obito. They had to literally nerf that guy to make sure he doesn't stomp everybody, bar Madara.
