Personally I thought Naruto's part 1 outfit was the best, it had the most detail and was just more interesting to look than his part 2 outfit. Part 2 outfit looks like his about to go on a job to the CVS down the road or some shit, at least his first outfit looked a bit more unique to their weird world he lived in and didn't look as awfully dorky.
Sasuke's first outfit was pretty good but it was also pretty simple and didn't really get across his personality well. After it became jet black and more form fitting to the later half of part 1 it was perfect and got across his whole rebellious stubborn punk attitude while hitting a good balance between ninja-ish attire vs something too modern for the mainstream image of a ninja. His part 2 self started out with an Orochimaru style outfit, then it become a more generic type of ninja warrior type of thing against Itachi, but then his final outfit I thought was his second best one because it looked perhaps a bit too complex but unique and still mixing modern stuff like zippers with ancient Japanese type stuff.
Naruto's adult clothes are fine, they make him look less ridiculous than what he did with the dorky tracksuit from part 2 and make him look more like a family man, they aren't anything special though however I guess Naruto isn't supposed to look "cool" to stay true to his roots as the "loser" ninja.
Sasuke's adult costume I feel is a downgrade from his Part 2 clothes. They just look a little awkward imo especially when his carrying the purple bag. His long black cloak coupled with his pale skin, long jet black hair, and overall grim demeanor makes him look straight out of an oldschool vampire novel. While his other outfits I felt he made uniquely his own and fit his personality, I feel like this one is a bit overkill, too much gothyness and awkwardness for Sasuke imo, maybe it'll be a little different in the Boruto manga though.
