Yess Kakashi without his sharingan is the weakest Gokage but look at Captain America , dude is the weakest Avenger but he has very good leadership which makes him the leader of the Avengers team .

Shikamaru lead the Alliance Force during Juubito fight. Batman was also the leader of the Justice League cuz of his tactical prowess compare to Superman.

Kakashi is still more powerful than Zabuza so stfu about him being weak. He modernize Konoha into a city .

Captain america's personality is actual a leadership personality.. if you were to put both Kakashi and Steve next to each other.. Steve would be the better leader.
