It depends on the power of the Rasengan and how strong the person getting hit by it is.

it depends on naruto's mood. If naruto is really mad while hitting you with a rasengan and you are a fodder, then the person might never come to his/her senses. An example is when pain died of a rasengan in the stomach when naruto was really angry.

I think it depends on the strength of the jutsu vs the tear and wear (durability * recovery) of the victim
not sure though on a time scale , but might have to check out the rasengan manga pages or anime from that sense Lol
