In my opinion it's the thousand hand buddha. fairly larger than the ninetails and taller than perfect susano'o (I believe0. Having a meteor fall from the sky is frightening and everything. but having this gigantic buddha stand above you with it's hands coming down I think would be more scary. and just the overall design and stuff would just leave me speechless.

this is jutsu that when you first see it you would be like holy S***!!

I'd say Tsukuyomi. With some powerful jutsu you see them and think, "Oh God, I'm going to die right here and now, arn't I?" anyone would be freaking out, but with Tsukuyomi you'd be be thinking, "Oh God, This guys is going to torture me for 72 hours, brining my body to the limits of it's pain capacity, then kill me when im in such a weak state I can barely breath, and there is nothing I can do about it." now that would intimidate me.
