I was always curious, but I never actually looked into it.

mods have contol over designated sections(naruto discussion, general, rp, )

Gmods have control over all sections and admins are in control of everything.

What's been stated above is, more or less, correct. Admins control user-groups and can add/modify/remove sections, etc.​
