What's the difference between Under-rated and Over-rated?

Ok people I have always this question on my mind and hope I get an understanding...

What's the difference between over-rated and under-rated?

Under-rated..... I always know this word as a negative meaning... Because it is "Under"

Over-rated......I always know this word as a positive meaning...because it is "Over"

overrated-saying someone is stronger than he really is

Well, underrated means the one is not aknowledged as it should be and overrated, too aknowledged and no feats U_U

Underrated is when someone doesn't get the praise he/she deserves. Overrated is when he/she is praised too much.

Almost every Naruto character is overrated and underrated.

I think underrated is when people second guess the Hype and try to impose their opinion above that of the author.

Overrated is, idk, someone who thinks Sasuke can do anything by himself.

under-rated = something that is really good but everyone thinks it's bad.

over-rated = something that is really bad but everyone thinks it's great.

for instance, Dragon Ball Z is so over rated, there is nothing special about it.
or, Naruto is so under rated, people really don't see the greatness in it.
(maybe bad examples, but i hope it clears the meaning)
