Doesn't need Hashirama cells in the first place, he only needed Hagoromo's chakra which he currently has. Nagato was able to summon the Gedo without them.

mayb he could fold the sleeves or cut off some parts of it so its not left hanging the way it is. but one arm hasnt affected his fighting, he adapte quite nicely.
