Is that some kind of building in the 'other dimension'?

Possibly a building. I'm assuming she warped the area to where lava was at, possibly a volcano eruption where that building was located. To be honest, I'm not sure how Kagaya turned the area into to lava. Although that building/thing wasn't there when Madara was on the battlefield, I think.
