whats stopping kabuto from taking sasuke

what is kabuto really up to because if madara scared tobi that much why wont kabuto with madara nagato and itachi and the rest of the edo just kill him and pwn sasuke why is kabuto really helping him or dose he want him to bring all the jinchuuriki out? to capture them? what do u guys think?

i think since he wants to carry out oros 'studies' hell carry on with tobi and capture the tails then get rid of tobi with edo. And finally take in the prodigy Sasuke
