Whats so special about special jonin?

All Special Jounin are fodder ,except Genma & Hayete theyre elite fodder. Why are they called special jonin? Are they like chunin just with more privileges or what? :|

special Jonin is a temporary rank given to people when they are needed during things such as the chunin exams shikamaru was likely a S-Jonin when he was helping out with the exam
