4T Naruto being that durable was basically plot; it a tool Kishi used to show Naruto being on an "unstoppable rampage." However, once Naruto mastered Kurama's chakra, Kishi couldn't just give Naruto limitless durability. Thus, Naruto can still be cut by weapons.

However, it is true that in VotE2, Naruto appeared to tank a Chidori as if it were a mere punch, so he IS still fairly tough. The most I can figure is that his chakra shroud is better at defending against chakra-based attacks than purely physical attacks.

If you want to get technical, the RSM shroud is different than the 4T shroud. There's no guarantee that they work the same way; perhaps in 4T mode, denser chakra leaks to the outside of Naruto's body, whereas in RSM the chakra is more contained within Naruto's body.

4 tails being that durable is not really plot, as you said on your 3rd paragraph though, it makes more sense than saying its not intended to be that durable, coz 6 tails naruto tanked a boulder crashing on him as well as a mountain busting bijuu bomb
