Nope, he has control of their movements. Inserting the kunai erases their personalities, but even without it, their actions are not under their control (witness last anime episode with the Naruto/Bee vs Itachi/Nagato). Madara and Itachi were able to break control after another jutsu was performed on them to break the Edo Tensei - Itachi had the jutsu in Shisui's eye break his, and Madara - if I understood correctly - redid the Edo on himself after Kabuto released it. I don't think they could do it otherwise.
If the 2nd Hokage could break it, he would have done so in part 1.
